Applicable Statutes
Unlawful exclusion or removal of tenant: landlord who excludes a tenant from possession, removes tenant's belongings, or shuts off utilities to force eviction is liable for actual damages plus $500 plus attorney fees.
Minn. Stat. § 504B.285(d)
Retaliation prohibited: landlord may not evict or otherwise retaliate against a tenant for complaining about housing conditions or reporting code violations.
